After the French Revolution, the Jacobins managed to overrun France, and actually establish a reasonably stable government, before briefly conquering everything from the Atlantic to Poland in the years 1804-1810. A rather reactionary alliance of Britain, Spain (butteflies meant that Iberia stayed out of French control) , Portugal, and Russia (and also later Austria).
The U.S. under Aaron Burr, made the mistake of siding with the French Jacobins, and Britain bombarded the nation until it collapsed. Virginia and Carolina seceded, and by after a century of strong British influence, eventually became British protectorates. By 1942, Georgia is a nuke-wagering racialist and incredibly brutal dictatorship (30% of its population are enslaved blacks, while another 5% are enslaved whites- typically better treated than the blacks, but they also lack rights). Georgia's main ally is the last remnant of the Netherlands: South Africa (not as bad as Georgia, mostly removes Blacks from their lands instead of killing or enslaving them). The remaining U.S., was later renamed the Republic of Columbia, and became a permanently disarmed neutral, and hugely rich, state (the only solid democracy other than Switzerland in 1942).
The Jacobins' more useless ally, Haiti, was kept on its toes by frequent, yet half-hearted invasions from Europe, and is actually stable and doing well, if hugely isolated by the hundred year long European blockade.
Subsequent near-revolutions in Britain by the rabble ensured that true democracy was never achieved. Today's House of Lords (the House of Commons was abolished after the third near-revolution in 1839) is stacked with king-supporters, and is essentially powerless anyway.
The increasingly reactionary powers of Europe tried as hard as they could to keep Spain's empire together, but it was an uphill struggle. Today, much of Spanish America is a "devolved viceroy", run by local nobles, with their own hereditary kings, who have only nominal connections to Madrid. Peru broke free of Spain completely, but Europe tolerates it as its Republican leadership eventually moved down into an overly Reactionary Far Right-wing Religious movement (the inquisition is bad in Spain, but its truly terrible in Peru). Portugal, relocated its government to Sao Paolo in Brazil. There are attempts in Canada to do the same with Britain.
Austria, France, and Russia, all have major empires. The absolute, somewhat enlightened Despots of Austria and Russia worry out the French King's soft-handedness. Russia smashed through Sweden and the Ottomans, and turned Bulgaria and Turkey into Protectorates, while taking the straits for itself (more nationalistic than other nations, Russia has thoroughly removed the Greeks and Turks from 'Tsarigrad', the new name for Istanbul).
China and Japan were both bombarded by allied European nations, until they were demilitarized and permanently neutralized. Socialists of different varieties were found in this world (though more commonly shot or hanged than in ours), and Ecuador is the fourth nation to be permanently demilitarized after it spent most of the 20th century under a Socialist government.
Persia, Afghanistan, and Tibet are all nervously existing as Pro-British and Pro-Russian factions move quietly against one another.
Only 50% of the world is literate. Racism and Nationalism persist, though they're mostly supported by governments like Russia or Georgia. Most countries, while racist, don't institute it into their ideologies like they do. Austria has had to viciously oppose any sort of nationalism, and now brands itself as the Catholic protector of poor blacks and asians, inspired by its love of god. Other governments are hugely religious, but almost all place high emphasis on aristocratic birth. Slavery is legal in almost all nations. Technology is roughly at the same level (slightly ahead, surprising given the lack of support for science), though not applied. Vaccines and food production methods that could save millions are implemented only on the rich. World population is now over 1.5 billion. Nuclear weapons have been around for a decade (and without proper safeguards, even small nations are quickly obtaining them), though almost no one suspects their true power. In a generation or so, India's current peaceful movement will turn ugly, and the British government will turn to chemical weapons and nukes.
Then, in 1942, the British governor of Nigeria notes a funny object in the sky.......................
