That's not a very accurate description of them. Elsa would not be immune to his ice blasts. Because Sub-Zero's ice blasts can be stronger than liquid nitrogen which would freeze her through her bones. Also, he could easily just teleport behind her and kill her. Or simply slide towards her instead of running. So Sub-Zero would win.
