I think Salem is more lawful evil, she has a definitive stance of where she stands so I don't think she is any kind of neutral, and she likes to keep things orderly.
And cinders 'don't give a fuck' attitude makes her seem more neutral evil.

Interesting idea...well I made Salem Neutral Evil because she reminds me of Voldemort a little too much. She is rather callous with people who aren't in her inner circle (like Leo) and having the Grimm who would attack anyone on a short leash is very unlawful imo. Also she initially found amusement in Tyrian's psychotic behavior.
Cinder for me was a tough one to align...true she has a 'don't give a fuck' attitude (at first). But after Beacon fell and her injury, she grew a lot more serious, she is very loyal to Salem (even when she was threatened with failure). Cinder also tends to honor agreements until it no longer benefited her, also let's not forget that Cinder is willing to follow the rules like she did with infiltrating Beacon until the climax.

Very good point but in the case of Cinder I feel she isnt so much lawful, or organized, herself as she is simply acting upon Salem's will, each time she assumes her victory is assured she let's down her guard and becomes careless resulting in Ruby magically maiming her and, in recent episodes, Raven quite possibly killing her( we don't know if she's still alive), but her ego always gets the better of her. Hazel even admit's in their meeting that they have encountered and had trouble with Silver-eyed individuals in the past , which suggests that Cinder was always aware of the power Ruby possessed but simply neglected to recognize her as a credible threat.
Salem however does try to keep her human servants in line, and to a degree organized, (theres no keeping tyrian organized though), she is willing to work with their failures and only grows tired of them when they lose their resolve or become too cowardly, and she has been apparently been at war with Ozpim for centuries but some people have trouble believing she exists because she meticulously acts through other individuals, and yet after all this time despite lifetimes worth of skill and experience, Ozpim still hasn't stopped her. She seems to be the more organized of the two. And as for her letting the grimm roam free, my best guess is having the grimm spread out and not gathered in one place makes it easier for to pick off individual huntsman/huntresses and keep her enemies from bolstering their numbers.

Yeah...good point. But let's not forget that Salem poses a much greater threat than Cinder alone (a common contrast between Neutral Evil and Lawful Evil) a lot of Neutral Evil villains always have that essence of mystique around them. Even though Salem's power hasn't been shown to it's fullest extent yet, even Cinder cannot help but obey her. It's like the Emperor and Darth Vader, even though one does more than the other, it's all about reputation.

I suppose his role in the story is pretty simply a secondary character...lately we get to see why he does good...because he has personal beef with the Grimm for ruining his past.
