Description
Originally a hereditary autocracy under the Carolingian dynasty, the Kingdom of Germany (which formed the bulk of the Holy Roman Empire) gradually evolved into an elective monarchy, wherein the chief ecclesiastical and secular Prince-electors chose a prospective Emperor. The Emperor-elect thereafter assumed the title Romanorum Rex ("King of the Romans"), and only gained the Imperial title upon his coronation by the Pope.Candidates for the kingship were at first the heads of the Germanic stem duchies. As these units broke up, rulers of smaller principalities and even non-Germanic rulers were considered for the position. The only requirements generally observed were that the candidate be an adult male, a Catholic Christian, and not in holy orders.
Originally all noblemen present could vote by unanimous acclamation, but later a franchise was granted to only the most eminent bishops and noblemen, and according to the Golden Bull of 1356 issued by Emperor Charles IV only the seven Prince-electors had the right to participate in a majority voting:
Ecclesiastical princes
1. Archbishop of Mainz
2. Archbishop of Cologne
3. Archbishop of Trier
Secular princes
4. King of Bohemia
5. Count Palatine of the Rhine
6. Duke of Saxony-Wittenberg
7. Margrave of Brandenberg

On the one hand this is a very fair point - on the other hand you don't see many Holy Roman Emperors these days, while Monarchy remains a going concern in the British Isles so Wart may have the beginnings of a point ...

Careful, Bohemia was a part of the Holy Roman Empire but not the Kingdom of Germany Bohemia and Italy (and a few other exceptions) were alongside Germany within the HRE but not a part of it.

Well, namely the Germans who incorporated Bohemia into the empire Not to mention it was the HRE we elected, not the king of Germany, that usually came with the title.

It was the "king of the Romans" that got elected which is the same thing as the king of Germany. He could get crowned emperor by the pope later or after 1508 just take on the title of an emperor elect. But the emperor was never elected by mere mortals.

Lol, considering how salty most Czechs are about Germans within the EU, I doubt they'd be very eager to enter a union which is otherwise almost exclusively German XD

They wanted to preserve the prestige of Latin Roman Empire, they thought that they are successor. Many centuries after, at present days, German nationalists show their pride saying shit against Roman Empire.
