She uses Photoshop so I'm assuming she just selects the drawing and then goes Select>Modify>Expand> *enter number*
Then the selection will expand outside of the drawing so you just bucket-fill it in on a layer below the drawing.
I hope that makes sense :'D

it's not too hard to do by the looks of it. in photoshop make a copy of the finished layer, make the picture a bit larger, then pixelate it mucho amounts it, and send it to the back.

That's not a feather, that's most likely to be water/paint coming off of the paintbrush :L
