while normally Cliff would carry an AR like the rest of his team members, during certain operations such as a raid he acts as the teams tactical shield operator, carry a tactical ballistic shield to help the team push up with cover, this shield has extremely intense bright lights that flash blinding those staring at it, long enough for him or his team to get a shot or potentially apprehend the suspect (yes like blitz's shield from rainbow six for all who know the game)
