Saw this from another cool MMD pic and decided hey I should try this out, it's pretty cool
the skyboxes that come with it are pretty cool tooAfter reading the tutorial and fidgeting with some of it's sliders I got this result

I don't think it's a heavy effect
It works similar to Diffusion and stuff
