Dr. La Grange isn't all mad scientist expirementing on non-humans all the time. He also does physicals on working aliens to make sure they're healthy and to quarantine them if they're sick so they don't infect others or the humans that supervise them.

This is a bit safer than going out into the field with a horde of soldiers to pick out test subjects, but he dislikes it a fair bit more just because he has to actually TALK to the aliens. Since he considers them nothing more than extra smart animals he doesn't like having to converse with them and doesn't show them a whole lot of respect when he does. He calls them by last name only and doesn't include a title; they aren't people, so they don't deserve a 'Mr.' or 'Ms.'

Since he does preform these physicals from time to time it's not out of this world to assume he has met Eleanor before. She was nothing special, he wouldn't remember her after their brief encounter. Someone smarter like Albert, however, would peak his interest and could end up on a slab with his head cut open. Luckily that hasn't happened yet.

Hm, I'm not sure what else I can say about Ancil at the moment, this is a pretty good example of how much he doesn't care for the non-humans. They're a scientific curiosity, nothing more, and the very idea of making peace with them or allowing them to become citizens makes him laugh. He'd cold and calculating, knowledge is all that matters in the end so humans can remain the rightful top species.
