Hmm, I think Zakhaev was a bad guy, but he definitely isn't the worst. Also, he fought for Communist/Stalinist reform in Russia. I'd say this demotivater fits Makarov more so than Zakhaev.

Well to be frank I had made this after I played Modern Warfare for the first time and had always wanted to use the Alfred quote. Plus I've yet to play Modern Warfare 2 so I don't know how evil Makarov is. So indefinatly I kind of jumped the shark on calling him the most evil villain in game history.
