Can the parts inside the mouth (such as the tongue) be a slightly lighter/darker shade of the belly color?

From the start, the whole mouth will need to be the same, but there's an upgrade that can be earned later on to change it if you'd like c:

Scales only change as adults unless upgrades were applied to do otherwise

No, since they'll be hatchlings not adults
You'll have to earn the scale shaper upgrade if you want to give any other age phases the adult scale type

Can the tongue be the accent color or does it have to be the same color as the mouth?

The tongue is lumped in with the term 'mouth' in this guide, so it'll need to match up with the belly color
