what's a good lining for the interior of a scabbard?

Few different ways to do it. Leather scabbards don't really need a liner just don't leave the blade in them to store them or the salts in the leather can cause rust and stains. If It's a wood core scabbard you can use felt or sheepskin or leave it unlined bare wood.

if i leave it unlined would it scratch or blunt the blade over time? like splinters, sand and stuff?

Depends on how well you make the scabbard and if you get sand in your scabbard It's likely to scratch your blade whether it's got a liner or not
