I think there are, but they only work on "normal" NPCs, as in not Ulfric, for some reason.

Oh believe me I tried. There is no execution for somebody on the floor.
Didn't even work on Tullius.

There is, it just doesn't work on NPC's with scripted deaths such as Tullius and Ulfric.
If you get a normal NPC alone when they're on the floor and they're facing you directly, you'd have a chance to get an execution, especially if you've got the decapitation perk.

I never got one before. And one handed is the only combat skill tree I use.

I remember seeing Erik the Slayer killing his first bandit chief when the latter was down on his knees... He was using an iron sword, so I guess you can also do that. I'm on PS3, by the way.
And I never managed to kill Ulfric with a finishing move; I could kill Galmar with a double shield bash, but never managed to do it on the rebels' boss.
In the end, I decided to kill him with the Thu'um. That's for you, Torygg !

I personally try to keep myself neutral when it comes to that civil war quest. I played both sides before but I never really grasped the political part. Policitcs bore me!
