I know he's a Ninja Gaiden villain, but he looks like he'd also be at home in a Hokuto No Ken anime.

What more can I say other than great work?
I always found it funny yet irritating that for a character who was supposed to be ranked below Malth, he was actually killed BEFORE Basaquer (who was of lower rank than him) and had barely any role in the game.
Is it me or did Runmaru intend for him to vaguely resemble Jagi? I can't help but envy derboo (staff member of HG101 who got to interview Runmaru/Masato Kato on the 8-bit NG series). It would be interesting to know if Hokuto no Ken had a small influence on NG.

i think the same here, runmaru has some influence from tetsuo hara, its all about 80`s stuff and design from that times, good eye you have.

Maybe Runmaru got influenced by HnK considering that it was a Big hit on the 80's and every creator pick some elements from those TV series, Hokuto no Ken, Dragon Ball or even Saint Seiya.

That's probably the most likely explanation. Although a bit of a stretch, I also noticed some punks from a filler episode who resembled the knife throwers in the first level.
