I use variations of this method on my pixels. It works with icons as well as bigger pixel chibis.
The outline and shading usually depends on the other parts of the pixel. Say for example I use an orangy pink to shade the skin and the hair is brown. I might also use that colour to shade the hair (and put it on multiply or something). Then I could decide to make the lines have a darker outline on the edge and make it a less saturated dark brown.
In the end, its up to you to experiment. This is a common thing I say in tutorials.
I do my pixels in sai, but this works with PS, gimp, any program with layers and layer blending/overlay options.
