Mayhaps she lost a pickup battle against a daycare worker?  And this was the only way to avoid the rumors of a loss spreading around?

Or she got too deep into debt with her ice cream obsession, and this was the price she had to pay.

After Cynthia was defeated her Lucario thought that maybe what she needed to rise again was rebirth. He told Milotic what should be done and she agreed so they begun to devise how exactly to birth Baby Cynthia. They got all they needed when she was asleep, and went back into their Pokeballs waiting for the right time. When she woke up Milotic wrapped around her making her unable to escape as Lucario stripped her with his psychic energy. He then puts on the diaper and stockings and tells Milotic to let her go as he puts on her shirt. They then went back to their Pokeballs as they gazed at their reborn master.

Story? She doesn't need one does she? I mean think, maybe this is merely something she likes to do? She doesn't always have to be super tough, even strong independent women have soft sides, or even sides that wish to let down the strength. Or perhaps this is a scene for someone she loves? Something she does for someone else, for their amusement or fun, or sexuality.

All that said, I'd love to see this in color, a sketch isn't doing this wonderful piece enough justice. I'm also glad you didn't do Iris, I don't care for her much if at all.

Well champions need nap time too. ^^ or maybe this is punishment, just imagine being taking to a daycare, by another trainer. With your whole team out of commission, you have little choice but to rest
