hey, what program you use in this picture ? adobe photoshop ? (sry for my bad inggris)

It's called easy paint tool SAI, there is an english version of it, just google SAI paint and you should find it. Be warned, all you get is a 30 day trial for free, after that it is about 50 bucks. Good program so it's worth the money.

some even draw onto one layer all the time and their work is great as well, so there's no sense in questioning O:
