You are assuming that the mosasaur is attacking. Maybe it's just being curious like a whale or shark would do, exploring a new object with its mouth. They were very close to monitor lizards and monitor lizards are pretty smart so surely unfamiliar objects would trigger their curiosity. :>

No, seriously. If they did have tongues like snakes or lizards, then it would most of the time be retracted/sheathed, and it when used it would extend neatly between the lower teeth rows making no contact with them.
