As far as my technique goes, it kinda switches from picture to picture.
For this one, I scanned in my pen image and used a ranamon picture off the internet as a color reference (it was one of the stills from the show). I selected some colors from the internet pic and paint bucketed them into my picture using photoshop.
To shade it, I made a second layer and changed it to 20% opacity. I used the magic wand tool to select certain areas of her body one at a time, and I used the pen tool in various thicknesses to cell shade it with black.

Thanks! Yeah, I've asked other Ranamon fanartists how they color her; some prefer to guess, and others sample the colors from animation stills. I used to guess, but I've found that I'm rather bad at guessing her color on my own, so it's a better move for me in general to just keep some references around...
