Well, both true and not. The shininess in Gen II is a result of a calculation of the PokΓ©mon's personality value (IIRC that's the term), which also determines its stats. The values which give shininess happen to give higher-than-average (but not the best) stats.

i meant even when they weren't shiny...
the first time i go through a route, their levels are about 2 or 3 higher than when i go back for catching!

That actually makes the things a bit easier. You need hi-lvl mons to raise your starter to 8-10ish, then you come back with BALLS (oh no I didn't) and catch them low-level. The more levels they gain with you, the more EVs they get, and these are permanent stat boosts. It pays to catch a low-level mon.
