That makes no sense. Right on the deviation it states he's wearing a high tech suit like Iron Man. "Specialist" is a military designation.

Well, I'm sure you've noticed that Vector doesn't really do a lot of fighting in these things.
For me it's really about the storytelling, not the violence.
If they meet I think RAS and Vector will find a way to work things out.
