The horns are based on the statue that =parliamentFunk did. Being American he describes them as "pimpin'" (I assume this means "rather spiffing"

Why not give it a try? There are plenty of tutorials here and all the animation programs do trial versions. You might be a natural

I use an old copy (version 6) of JASC Paint Shop Pro for all my static work. This comes with Animation Shop which is okay for basic animation and uses one image for each frame.
However, for anything that has more that a few frames I use Ulead GIF Animator. This lets you keep all the elements (eyes, mouth, outlines, etc.) separate so you can change their visibility and position on the different frames.
