This is lovely. I love that you kept the blue and black theme, only changing the blue so it says Ice over Electric. The changes to the ear and tail also reflect the typing nicely as well. The ability is also very creative, but I do wonder if it might be a little overpowered. I'm not sure if any other ability imposes a two stage drop. But it's a nice ice type terrain ability and will help the line since they are notoriously one of the slower electric types.
And something I just noticed, the bands on the legs nicely show that the fur is thicker as well

Thank you so much for taking the time and comment (it means a lot to me). I appreciate that you noticed so many details. In regards to the ability, I have 4 reasons:
1. Black Ice in real life makes me walk so slow XD
2. In Galar, Speed seems to be a huge issue. However, Galar Weezing can erase this ability easily.
3. There're too many items and moves that can make any Pokemon to outspeed the rest.
4. A lot of Pokemon are immuned (Flying, Levitate, Moves and Abilities that clear the stage).
