First, let me say, I love this, it's super cute xD
Now, you may want to make the pattern of the background extend farther up, just beyond the hair, so all the light colors can stand out more. Second, if would be easier to see the color in the hair if it was a more saturated color. I'm saying that you should change it to bright yellow, just a tad bit more color so you can see more of a difference between the the frills and the hair. The heart might need a different color too.
And...that's it. In all, a very cute pic!!
