I'm not certain on this, but I believe Photoshop CS2 has a blur tool, which will allow more accurate blurring. I know Photoshop CS3 does.
In CS3 the blur tool looks like a droplet.

there is a blur tool on CS2, but i like using the one on "filter" better..
