Description
My attempt to draw Azelf in the style of Ancient Mew.The texture isn't exactly the same as Ancient Mew, so I'll re-texture it if I use it on a fake.
Azelf is Copyright Pokémon/Nintendo.

I may try making a more in-depth tutorial later, but I'll try to give you a quick run-through.
First, decide whether or not you want to use reference pictures. References are handy tools, but trying to recall exactly what a Pokémon looks like in your mind may also work to your advantage. Think of yourself as an ancient person who has seen something and is trying to draw a representation of it. I highly doubt that Mew was posing for the Anglo-Saxon that carved Ancient Mew.
For the line art, I use Adobe Illustrator, though you could use Inkscape, Photoshop, GIMP (if you can work the Pen Tool), or even Paint.
The drawing should be in a symmetrical frontal pose, no action poses. If the Pokémon has a tail, it should go on one side. Exaggerate its features a bit. If the Pokémon has a wide head, make it wider. If it has long feet, make them longer. Depending on the shape of the original's eyes, you can make them thin and curved (think Egyptian hieroglyphs). Arms should extend from the "neck" and fingers should be somewhat pointy.
Try working working straight lines. Ancient drawings were chiseled in stone, so lines didn't have a lot of flow to them. After you've gotten the basic shape, gradually curve them until they look rounded, but still somewhat angular.
Use a rounded stroke. Even if the Pokémon has pointy ears, they should never come to a sharp point. Also, use different stroke weights. The outer outline of the head should be your thickest stroke, while the inner details and body should be a little thinner, and the tail/wings should be the thinnest.
As for effects, you'll need to apply some textures. Open the line art in GIMP or Photoshop and duplicate the layer. If you plan on using the art on a card, open the blank and select a big chunk of the texture from the Weakness or Resistance triangle and copy, paste, paste, paste until you have a full sheet of that texture. If you don't plan on making a card with it, you can make your own texture with filters or use some of the program's default textures.
On layer 2 of the art file, if the background isn't transparent, select all of the line art with the Magic Wand, invert the selection, and delete (in GIMP, instead of using the Magic Wand, simply choose Color to Alpha > White). Copy the texture onto the art, setting the Blending Mode to Screen. Merge these layers (not layer 1). If you're working in Photoshop, on Layer Styles, choose Inner Bevel and drop shadow (distance 0). If working in GIMP, duplicate the layer twice under the current layer. Colorize one of these black and the other white. Move the white layer up and left and the black layer down and right 1 pixel. Gaussian Blur 20%.
Go to layer 1 and, if it's transparent, use the bucket fill to fill it with white. Change the opacity to about 30 or so. If you're using this on a card, merge all your layers, them paste it to the blank. If not, either create your own texture or use one of the program's default textures, changing the color to something close to the Pokémon's TCG type color (green for grass, pink/purple for psychic, etc). Apply this texture to the bottom layer, using a Multiply blending mode.
