Don't worry about it! I'm not quite sure what you're asking, though. Are you asking how to use the base, or how to animate it?
It's fairly simple either way. Take the base layer - one of the boxes, in this case - and add stuff to it. Hair, clothes, whatever. Do the same for the rest of the frames. When you're done, copy-paste all of the completed frames on top of each other and save it as a .gif file. On my system, at least, this comes up as File --> Save for Web. There should be an option to animate the frames. That's all there is to it, really. You can play around with frame order and animation repetition and speed, but that's the basics of it.
Hopefully that answered your question... if not, there's definitely tutorials out there on making icons that are more in-depth.
