I just did it,but it goes TOO slow.Is it all suppose to be (1000ms) or is it suppose to be background (1000ms) then (2000ms) and so on?

No. You Can Make It Faster By Using A Number Less Than 1000 But Still Have ms At The End And Etc. (500ms 468ms +) You Just Put Watever You Need! If It's Blinking Then Usually For The Open Eyes I Put 2000ms To Make It Pause A Little. I Hope This Helps!!

For The First Layer I Put The Halfway Closed Eyes There And Set It As 1000ms. Then I Do The Same Thing To The Closed Eyes On The Next Layer. The Opened Eyes I Put 2000ms And Thats It c: Nothin Special

Yu Can Edit With Any Program You Want But To Make The Gif Yu Need Gimp.. Atleast Thats What I Use But I Do Know That Paint.net Doesnt Work :/ Sorry..
