I see what your concerns are

There are quite a few steps in Watkins Glen and it is about a 1.5 mile round trip, but if you can take some breaks during the march and plan 4 or more hours for it all (with all the photo taking, of course, it takes that long if you want to relax) then it may be doable.

Maybe that is why I don't think I saw the same falls. We went a day after 2 stright days of rain. The water was moving very fast.
