In the original cartoon, he was a bit ineffectual compared to his subordinates...in the comics, it's a different story, though.

I rewatched the series a little while ago and I actually found that he was more competent than I remembered.Β His main problems were that the entire Cobra leadership were always at each others' throats and that he didn't handle dramatic shifts in advantage well.Β I actually found that Serpentor had more dramatic personality flaws than Cobra Commander.

Personally, I much prefer the comic depictions of Cobra Commander. He's a much more competent and deeper character.
