One question β the best question. Everything we need to know is in the picture: adult and very suave, secure Arnold, the ring box that's going to make Helga cry with joy... I can't quite tell what's in his left hand, but I'm guessing it's some other gift, like a few small wildflowers or perhaps some candies to distract her at first.
What really strikes me is that he's taken off his blue hat β the sign of his childhood β to make sure in his mind that he's talking to Helga as a fully confident man. It's so very casual and lovely that it makes me want to take up sailing again, and it's definitely going to be a lovely day on the waterfront for two young lovers, I'm sure.

Oops, sorry there! Honestly I always full-view and even use the "download" versions while reviewing, just to make sure I get the best size. Here I even zoomed in at least 400%, but it's probably because my eyes don't see colors properly... plus partially because I wouldn't expect him to have the locket. My bad (genetics mostly).
As for the other piece I was going to say not to rush, but since it's done I'll just savor it a bit before writing my thoughts.

I think it's all three! He's ready to propose to Helga (YAY!), and said for her to meet him there. So, while he's waiting for her, he holds the little items in his hands and can't help but think about how happy he is. ^w^

Arnold asked Phoebe to take Helga out for the day, to keep her distracted and not suspicious. While she's gone, he gets things prepared for what he wants to do, and calls Helga on her cell, telling her to meet him at the pier at a certain time...whenever, I guess.
All the while, she left her locket behind next to her jewelry box, and so he takes hold of it to give to her later when she meets with him. : D
