The sailor moon symbols... crescent moon facing up is good downward facing moon is evil? .. and it represents how good and evil are connected? I dunno, its the first thing I thought of.. but it's very pretty!

Hmm. First impression I got when I saw this is that it could be a stylized version of the Caduceus for the Red Crescent (Muslim counterpart of the Red Cross).
