ZUN's primary excuse for not bringing PC-98 characters back from the dead is that they usually don't have any fitting role in the stories he creates. But he's also stated that he's not saying 'No' to the idea.With the constant hype of fans wanting Mima's return, they tend not to realize that Mima, were she a real person, would likely be VERY hard to work with. Which, humorously, reinforces the statement above.

She appears in 4/5 games in pc-98, and as playable character in two of them. Mima disapearing from the series is equivalent to Sakuya not appearing in Touhou 10 and onwards (and imagine if she didn't appear in Touhou 14).
