Description
The Legations of Romagna rose up in open rebellion in the aftermath of the Battle of Solferino in 1859, demanding secession from the Papal States, integration in the North Italian Federation, and to join the war in Venetia and Lombardy.
Napoleon III, allied to the Papal States, intimated the North Italian Federation and the Two Sicilies not to accept the annexiation and to not recognize their secession.
However, once Napoleon III abandoned the war signing an armistice with the Austrians, Victor Emmanuel accepted their integration, much to the displeasure of Pius IX, Napoleon, and his allies in the Two Sicilies.

To add injury to insult, the Plombieres Agreement was deemed null and void, due to the clause of retaking Venetia not being fulfilled. Thus, France did not gain Nice and Savoy, souring relations between Napoleon III and the Italians.
In 1860, with the Treaty of Turin, the Papal States and the Federation, with Francis II's mediation, recognized the Legations as an independent entity with the name of "Republic of the Legations" (Repubblica delle Legazioni). In 1861, alongside another revolutionary republic born from the Marches Legations, a plebiscite was called for integration within the Federation, which saw a decisive victory for it.
Thus, with the land bridge between the North and the Kingdom of Two Sicilies secured, on the 17th of March Victor Emmanuel II of Sardinia was recognized as Victor Emmanuel I, Emperor of Italy, by all the territories of the Federation and by the Two Sicilies, which officialized its entry inside the Federation right after the Treaty of Turin.
