Here's a technique to make a flower. Involves several techniques in Photoshop that will make your digital life easier (like how to both rotate and duplicate an object at the same time). Lots of screenshots and textplanations (yeah, I made up that word).

One thing you might want to do when you have your many layers of petals is to alter the length of some of them so the final disc of petals is not so "regular". I did that in the final example, but didn't actually point it out in the verbiage. It's not necessary, but breaks up the monotony of perfectly shaped (and sized) petals.
