Done this a while ago for Art Break, lol.Just wanted to update.
And sorry for the crap webcam shot of this. :C
Still working on other things too. D:

Anyhoo, it's just something that was in my mind for about a day and decided to paint it. XD;

Also got masking fluid so I was messing around with it too~

Of course, it's REALLY simple to do this really. XD
What I did here:
Made a light blue, black, and red wash.
When fully dried, splatter masking fluid.
When the masking fluid is fully dried, added another wash but a lot darker.
I moved the paint around with the brush to get this effect right here.
While still quite wet, sprinkle some salt.
There ya have it~
And yeah...I SUCK at explaining.
