Illustrator. After playing around with a few paint programs, I've come to this conclusion: Unless you have a tablet, don't bother with Illustrator. Adobe Photoshop and Corel Painter are a lot better when it comes to coloring. There's several methods of choosing the colors I want and I get the dodge/burn tools. The coloring options in Illustrator is iffy. But it's the only program that gives that "sketchy-ness" that looks nice.
