You should use motion blur, or gausian blur on the layer with those dots. They will give a lot better effect.

yeah that can be good.but due to white bg it wont look and entire pic will look like noisy.i will give it a try next time.

I still believe it will look better than those dots, try using some filters because those raw dots are quite rubbish.

i tried it just now!its open in my photoshop!that does not work!
but i think the dots looks very good except the one on the collor part!

Well, it's just my opinion. But it's strange why gausian blur won't work, it should, just click on the layer with those dots (if they are on a separate layer) and then simply choose filters and what you want there.

yeah i got it what you are telling!but i actually did many things on that layer and at last got this.
and when i applied it all dots were positioned on the centre(at his mouth) it was gone worse!and the dots you are seeing now is at 4.5 pixel of Gaussian blur!

I advise you to use many layers, each for every single thing. One for background, one for different colour, one for effects etc. Never do two things on one layer, you will regret it later.
And about the blur, 5 pixel is a standard, for those dots I would use about 8 to make them really blur.
