Description Spoiler Alert!

Here's mine in order:
1. Mr. Freeze (DC Comics): Although originally a standard villain who used cold themed gimmicks, Mr. Freeze would be reinterpreted into a former cryogenics scientist who became a supervillain upon being involved in an accident that mutated him, making him unable to survive in warm environments without the use of a cryogenic suit. Unlike most Batman villains, Mr. Freeze is typically portrayed as an anti-heroic character, as, in most versions, his plans involve trying to save his dying wife, Nora Fries.
2. Zeref Dragneel (Fairy Tail): Long ago, a group of dragons destroyed his village & his family, leading Zeref to be its only survivor. After that moment, Zeref was left into despair and trying to figure out the secret of Life & Death, which his mentors didn't approve and tried to expel him, only to have his curse activated. Which caused him to release massive amounts of death energy which killed his mentors & everyone in a small are, not to mention giving him immortality as a side effect. Eventually he revived his brother Natsu as a demon, hoping that one day that Natsu would kill him so he can finally find peace.
3. Angor Rot (Trollhunters): He is a troll victim of Gunmar's war, Angor sought power to protect his people. Thus, Angor made a deal with the evil legendary hag Baba Yaga who granted him great magical power in exchange for his soul. The witch, however, took advantage of it by transferring his soul into the Inferna Copula, a ring with which she could control Angor Rot. The witch ordered Angor Rot to seek out and assassinate Merlin's champions, aka The Trollhunters. After he accidently destroyed the ring, along with his soul, he vowed he will destroy Strickler, the Trollhunter & everyone in Arcadia. When Strickler asked if he has gone mad, he responded by saying no, I'm free.
4. Jason Todd/The Red Hood (DC Comics): Jason Todd was once one of the main protagonists in the Batman comic books, but he was both tortured & killed by the Joker and was later revived. Enraged at Batman for not killing Joker for his actions, he took the identity of a villain called the Red Hood. So that unlike Batman who doesn't resort to killing his enemies, Jason kills his enemies to protect the innocent,
5. Maleficent (Maleficent): Everyone knows her as one Disney's Greatest Villains, but before she was the titled Queen of Darkness, Maleficent was a fairy and the guardian of the Magical Forest known as the Moors. Until her childhood friend, Stefan, drugged her and cut off her wings with iron (which is lethal to fairies) so he can present it to the king. So that Stefan would be named his successor and marry the King's daughter, Princess Leila. Which brought her towards the darkness, and also place the curse on Stefan's newborn child, Aurora. But eventually her cold heart started to warm up due to Aurora, but it also broke her heart again when Aurora's Sleeping Curse was activated.
6. Varian (Tangled: The Series): Varian is just a kid who studies/works with Alchemy, but all that he wants is to make his father proud. When the black rocks have been tearing up Old Corona, Varian tried to figure out a way to destroy it with alchemy, but it backfired by imprisoning his father in a amber shell. After Rapunzel refused to help him, mainly because Corona has their hands full with both the massive snow storm & locating the King and Queen, Varian swore that he will find a way to free & crush those who stand in his way. Even it means he committed treason, lying to Rapunzel, kidnapping the Queen, and trying to crush both Cassandra & the Queen. After his defeat, he vows he will free his father, if it was the last thing he does.
7. Yokai/Professor Robert Callaghan (Big Hero 6): He is a former university teacher presumed dead in a fire; until he later re-emerged using a vast army of microbots in his plan to take revenge on Alistair Krei, whom he blames for the supposed death of his daughter, Abigail Callaghan.
8. Hala the Accuser (Guardians of the Galaxy: The Telltale Series): She is the leader of what is left of the Kree Species. She vowed to use the power of the Eternity Forge to bring back her son, Bal-Din, as well as the rest of the Kree. Also during the end of episode 3, if you decided to destroy the Eternity Forge, Hala would become a monster that will absorb other people's lives just to keep her alive. But if the Eternity Forge wasn't destroyed, Hala would be blinded by her foolish pride to bring the Kree back, she would destroy countless planets. But in the end of Episode 5, she would be left broken by her defeat to the Guardians.
9. Brigadier General Francis X. Hummel (The Rock): Hummel is a rogue USMC Force Recon ranking officer who, displeased with the U.S. military's poor regard for its fallen Marines, he and his team of mercenaries seizes 15 V.X. gas rockets to hold the city of San Francisco, as well as all of citizen tourists on Alcatraz Island hostage unless the payment for the Marines' families is given.
10. Grodd (The Flash & Legends of Tomorrow): He only became a dangerous villain just because he was first a victim of humans by experimenting & torturing him. After the Partical Accelerator's Explosion, Grodd gain enhanced intelligence & telepathic abilities, and vows to make humans bow to Gorilla Kind, and almost made the Earth into a Gorilla Planet by attempting to steal the Waverider.

Varian should be higher and you left out alot of other stuff such as he couldn't get help because of that rumor of him attacking the princess So All of corona turned there backs on him and treated him like a criminal before he even did anything and his Village already didn't like him So of course he basically felt all alone he was lest alone with his grief and guilt for months no one not even rapunzel came looking for him till he contacted her.

well yeah there are people who hate him and make him out to be worse then he is and just portray him in a horrible way some people hope he'll die saying he deserves and I don't like that he doesn't deserve it

I would agree that Viarian should be also high on this list, but the Top 5 I listed, like Varian were first good people trying to do the right thing until they were swallowed by grief & hatred, causing them to become who they are now.

He is but first started out as a villain just like Mr. Freeze & The Punisher.
