You sound like you're behind on things. See, Varian blamed the whole kingdom for his father getting frozen in solid crystal, manipulated Rapunzel for his own ends, terrorized the kingdom with a giant mutated raccoon, kidnapped the queen, risked Rapunzel's safety in order to use her hair to power a drill to free his dad, and when that didn't work he literally commandeered a giant mech suit and tried to kill everyone.
So yeah, villain. One to pity, but a villain nonetheless.

Geez, Baby Doll was actually an even sadder character than Mr. Freeze when it came to Batman villains.
While I think Shinobu Sensui is a more complex and compelling villain than Toguro, he's incredibly difficult to sympathize with. Toguro's immense self hatred and the sheer amount of weakness he hid underneath all that strength made me feel more for him.
I swear, I feel worse and worse for Ludo with each season. Even if he is a psychotic, self-centered little twerp, he doesn't deserve most of the suffering he's been made to endure.
I could also sympathize with Captain Hook when he was a villain, Maleficent due to the whole "stolen child" thing, and even King Arthur due to how fucked up his life was and how pitiful he was, but yeah, Ingrid was still quite easily the most sympathetic villain on OUAT.
It's a testament to how sympathetic a backstory Marik has that I felt bad for him even when watching the 4Kids dub, where he was a screeching, sneering, cackling caricature of a villain at the time.
I both loved and hated Zuko and Azula at different points in the show, but when all's said and done, my heart breaks for them both due to what they had to go through thanks to their fucked up family and horrible imperialistic environment during war times.
Charmcaster, Varian, Megumi, and Team Rocket, I'm just a LITTLE less sympathetic towards when it comes to their present villainy (Charm and TR enjoy being bad too much for me to not enjoy it with them, and Varian and Megumi get punchably despicable at times after they've gone bad), but I'm absolutely sympathetic towards how they got to the points they're at.

I feel bad for Mr. Freeze too, but damn, the ending to "Baby Doll" messed me up far more than the ending to "Heart of Ice". I think it helps that Mr. Freeze's story has the sci-fi angle of advanced cryogenic technology, while Baby Doll's story is chillingly realistic.
Sensui was tragic, but absolutely NOT sympathetic in the slightest, just terrifyingly fucked up. But Toguro is sympathetic to me, due to his self-loathing, Noble Demon tendencies, and the fact that his ultimate goal was to die and go to Hell for the torture he believed he deserved. Also, one thing I think that anyone can safely say they truly like about him is that he's not his older brother. XD
I can't wait to see the conclusion to his story in the upcoming Season 4. Hopefully it will be an uplifting one...

Zuko and Azula absolutely deserved better parents and a better home life - they'd have both ended up much different if they had them.
True, although in regards to Megumi that was a quality of the manga and especially the anime.
