Yes it does not matter what gender the monster is, but only the monster with the lowest HP can have the baby, this is so the monster with the highest HP can protect the mother/father and the baby. However, UF! Sans chooses not to have a baby after discussing it with US! Papyrus because both monsters have to be in agreement. If the monster with the lowest HP does not want a baby but the monster with the highest HP does, the monster with the lowest HP will have the baby, but if the monster with the highest HP does not want a baby the monster with the lowest HP will not have a baby.
