Here are just some random pokemon bases for everyone to use if desired. Yes, a couple of these bases are reposts from other deviations of mine, but the bases are more convenient this way...

GIMP is a free application you can get here .
Painttool SAI is free for 31 days from right here .
Photoshop... It's easier to buy it. Even the Elements type work well! ;D (Around 50 bucks.)

How would you colour something you didn't make in Sai? Would you put a layer underneath....?

You can always multiply the layer and put a layer underneath, yes. And if you're using paint, you should just avoid these all together... They're not very Paint friendly...
