I hope I did this right. To do this you need a brush that I made for you. (Really you don't, but I figured it would make it a little easier). If you have a kind of scattered, spotty brush (Like the kind you use to make stars) you can use it instead.

You should be about to use the Download link to get the brush for this. The brush is made in photoshop CC, I'm not sure if it will work in other versions. (I don't see why not). If someone has a problem with it, let me know and I'll try to make one that will at least work in Photoshop CS3.
