Union conscripts are the bulk of the Union's armed forces, both inside, and outside their own borders. Being used both as city guards, as in law enforcement, as well as soldiers and occupation forces, conscripts mostly rely on orders to adapt to their tasks. 
Conscripts are picked out at the end of their teens, or start of their twenties. 
Conscript life is mostly on the move, unless you are part of a city guard, then you mostly stay put. The union sends troops where they are needed, from places they aren't. This means that squads and battalions are moved all the time. They rely on their fellow comrades to stay alive, so it is not unlikely to see them quickly getting tight bonds. Romantic relations are common place, no matter their gender and sexuality. 

They are a very reliable army, despite seeming quite disorganized at first glance. Once a commissar, or a Union Guard (their word for 'veteran') comes near them, they listen. Because they know that if they want to survive, they have to listen to those who have been through it all before.

Look thoroughly wet and unpleasant. Is their rank insignia on their pauldron? What level of technology is their world?

The whole world they're from is getting a bit of a redesign since I cooked up that stuff, so there might be some changes to the world at large. 

But as it stands, the idea is that they have a gear with a star on their shoulder, symbolizing their nations insignia, and their rank as conscripts of their army.
And the currently decided tech level is around the 2nd world war, but with added things, mainly for fun. If you've ever heard of "Diesel Punk", think something akin to that.
