After Geo-Force joined Batman's team "The Outsiders" Brion Markov came face to face with The Dark Knight. In exchange for joining the team, the young Markovian Prince had a few demands he had to make. 1. Help with retaking Markovia from The Kobra Kult. 2. Ensure that his brother Gregor claims the throne, and 3. To look after his sister Tara in Jump City. Despite having a normal life, if there are those who will want to use her again for more sinister designs, possibly even worse than Slade. Batman agreed with Brion in that regard. Unsure if he would be able to live up to two of the other demands, Batman agreed to protect Tara. Understanding what it's like to lose innocence at a young age, and that not everyone gets a second chance, he would look after her as a silent guardian. And should the time come, take her in as his protege, and train her to defend herself. If Batman understood anything, she can't be forced into joining the costumed life. Assuming Terra regains her memories or has any left in her, is that the pain of what she did can be overwhelming. The goal is to rehabilitate, nothing more, nothing less. Both men were in agreement, and Geo-Force joined the Outsiders full time, while Batman sought out to protect Terra.
