Lex Luthor is arguably on of the smartest men in the DC Universe, and he commands a vast wealth that rivals both Bruce Wayne and Oliver Queen. But he's also very dangerous, and very cunning. So in hindsight, he would be owed many favors. Chief among them is Professor Chang. As we first saw him, Chang was a freelance mad scientist, fed up with serving the bad guys, all of this coming from the fact working for heavy weights like Lex Luthor and Slade. After Slade was killed by Terra, Luthor let him loose, but still kept tabs on him from time to time. Chang knows that it's only a matter of time before Lex comes looking for him again.
