Just for fun...In the 1800's, there was a huge re-building of Paris to widen the streets and rework the city. This caused a lot of men to become "walkers" or "explorers" of the new city. They took their time, wandering the streets at a slow pace and admiring the scenery and atmostphere.
According to my Art History TA, there is a legend about a man who took his pet turtle on walks with him, and followed behind it, so that he would be sure to slow down and take his time.

Considering the length of his stride and that the turtle is in front of him; I'm thinking that he's walking in slow motion... or he walks and stops a lot.
