James “Destro” McCullan was once the chief ceo executive of Military Arms Research Syndicate (MARS) Industries, until he lost it to Cobra. Destro serves as the third in command of Cobra underneath the Baroness, and Cobra Commander, and served with some begrudging animosity towards Cobra Commander. He uses some illicit arms contacts that he once had as ceo of MARS, and used them to continue providing weapons to Cobra, distributing the weapons to the troops of Cobra in their goal of world domination, and their fight against G.I. Joe. He does interestingly participate in an affair with the Baroness, though unknown to him it is a ruse by the Baroness in order to keep him in line with Cobra.
