It makes sense to me. The other Crusaders were fine with just wearing scarves, so Applejack should be fine just wearing a hat. And Apple Bloom being super bundled up after just being released from the hospital is only right considering she was just ill. Unlike humans ponies have fur coats to protect the from the elements so they probably don't NEED a lot of clothing protection.
