Admittedly though, Madame Rouge should've had more development

She's was a badass, but i think she was a pretty one-dimensional villain:
- There was no explanation as to how she became a villain, nor was there any explanation about how she gained her powers
- She didn't get any background development
- She didn't seem to have any motivations for being villain
- She is really meant to be French, but cleary had a Russian or East-European accent in the show. Pretty much making her a stereotypical 'European Femme Fatale' villain
- She ultimately didn't have any true weaknesses besides her sheer arrogance
