It's not just Peter. They're all looking above the camera, not at the camera. They're probably looking at the animated toy dragon the photographer is holding up to attract their attention, the way he does every time he has to photograph a bunch of stupid little kids. I notice he couldn't get any of them to hold still long enough to comb their hair and straighten their ties. That photography session must have been hell on wheels.
